Introduction
Welcome to this special educational edition of Omni View. When the news cycle doesn’t offer enough fresh, high-quality stories for our regular multi-perspective briefing, we use the opportunity to step back and explore one important topic in real depth.
Today’s topic: Artificial Intelligence and the 2026 Global Governance Debate — why the world is now seriously negotiating international rules for the most powerful technology of our time, and what the major competing visions actually are.
The Core Issue
Artificial intelligence capabilities have advanced faster than almost anyone predicted in 2023. By early 2026, frontier models are routinely performing at or above expert human level across many cognitive tasks, from writing code and scientific research to strategic planning. This has created an urgent question: should powerful AI systems be governed primarily by individual nation-states, by companies, or by new international institutions? And what rules, if any, should apply globally?
We will examine this from four genuine perspectives: the American market-led approach, the European regulatory approach, the Chinese state-centric model, and the emerging “global commons” or internationalist position. Each represents a coherent worldview with real stakeholders and real arguments.
United States Perspective
Many American policymakers, technology executives, and national-security analysts argue that the United States should maintain technological leadership rather than slow down through heavy international regulation. They point out that the U.S. innovation ecosystem — universities, venture capital, and private-sector competition — has produced most of today’s leading AI models.
In this view, excessive regulation or premature international treaties risk handing strategic advantage to authoritarian competitors. Proponents favor targeted safeguards on genuinely dangerous applications (such as autonomous weapons or biological weapons design) while preserving broad freedom for commercial and scientific development. They emphasize voluntary industry standards, export controls on critical hardware, and bilateral agreements with allies rather than slow-moving global bureaucracies. The dominant concern is that over-regulation could repeat the mistakes some believe were made with nuclear energy or the internet — imposing rules that stifle the very technology that provides both economic prosperity and military deterrence.
European Perspective
European governments, regulators, and many civil-society groups take a very different stance. They argue that powerful AI systems are too consequential to be left to market forces or national competition alone. The European Union’s AI Act, significantly expanded in 2025–2026, classifies models by risk level and imposes strict requirements on transparency, data governance, human oversight, and accountability for the highest-risk systems.
Europeans contend that fundamental rights — privacy, non-discrimination, due process, and democratic oversight — must be embedded in AI systems from the start. They worry that a pure innovation race creates a “race to the bottom” on safety and ethics. Many in this camp support the idea of international treaties that establish baseline global standards, similar to those that govern civil aviation, nuclear non-proliferation, or climate change. They believe democratic societies should set the rules of the road before authoritarian governments or unaccountable corporations define the technology’s trajectory.
Chinese Perspective
Chinese official policy frames AI governance quite differently. Beijing views advanced AI as a strategic general-purpose technology comparable to electricity or the internet, and therefore something that must be directed by the state in service of national goals: economic development, social stability, and national security.
Chinese leaders argue that Western approaches are naïve about both the speed of development and the necessity of political control. In their view, AI must be aligned with “socialist values” and used to strengthen governance capacity, improve public services, and maintain social harmony. China has invested heavily in domestic standards and has proposed its own global AI governance initiatives that emphasize state sovereignty and non-interference. Beijing is generally skeptical of binding international institutions that could constrain its ability to use AI for domestic surveillance, military modernization, or economic planning. At the same time, Chinese diplomats have signaled willingness to negotiate narrow, technical agreements on issues such as avoiding accidental escalation in military AI applications.
Internationalist / Global Commons Perspective
A fourth distinct school of thought — advanced by some scientists, international lawyers, UN officials, and thinkers from multiple countries — argues that the most powerful forms of AI should be treated as a global commons rather than purely national or corporate assets.
This perspective draws analogies to the Law of the Sea, Antarctic Treaty, or efforts to prevent weaponization of space. Proponents contend that once AI reaches certain capability thresholds, the risks (existential, catastrophic misuse, or irreversible power concentration) become transnational and require genuinely supranational governance. They propose ideas such as international compute monitoring, shared safety testing facilities, tiered access to the most advanced models, and new institutions with limited but real enforcement powers. Critics of this view — from all three camps above — argue it is unrealistic given current geopolitics, could slow beneficial innovation, or might create unaccountable global bureaucracies.
What’s Interesting Here
The debate is not simply “regulation versus innovation.” Each side is trying to solve a different core problem: the United States is most worried about falling behind strategically; Europe is most worried about protecting liberal democratic values; China is most worried about losing control over its society and security; and internationalists are most worried about humanity losing control over the technology itself. These are not easily reconciled concerns.
The factual ground that everyone largely agrees on is that capabilities are advancing rapidly, that leading models are now multimodal and agentic, and that the gap between frontier systems and open-source or smaller models remains significant but is narrowing in some domains. What remains sharply contested is the probability and timing of more dangerous capabilities, the best mechanisms for ensuring safety, and the proper balance between competition and cooperation.
